I search the phone book for Dundalk and got 12 Bailey names, note the spelling which is more common now but your one is in Dublin.http://www.eircomphonebook.ie/ ; The default search is to Business so select residential.

The dates you are searching are coming near the Civil registration of 1864 and 1845 for Protestant Marriages and it may be possible to trace downwards, try these two subscription sites

You can get copies of Hugh & William's RIC service records from the PSNI museum in Belfast. RIC policy was not to post staff to counties where they had been brought up (or, when they married, where their families came from). Consequently they will have served anywhere but Louth.
