Welcome to Ireland Reaching Out!
It appears that the spelling of the surname was either Kelaghan or Kellaghan from looking at church records for Co. Westmeath on the subscription site Roots Ireland. I did not find a record for an Ann Kelaghan around 1817-1820. I assume from your note that she was likely around 20 when she left Ireland. If this assumption is incorrect, let me know. There were some Ann Kelaghan records around 1800.
I looked at the 1830 Tithe listings and found one Kelaghan record. Andrew Kelaghan was living in Gretadown townlnad. See link.
The 1854 Griffiths Valuation head of household listing for Killucan parish showed aJohn Kellaghan in Greatdown townland possibly he was a son of Andrew.

There was also a Kellaghan family in Greatdown in the 1901 census http://www.census.nationalarchives.ie/pages/1901/Westmeath/Heathstown/Greatdown/1782129/ Possibly this was John Kellaghan's family.

Hello!
My Anna Kallighan was born in 1815 according to her obituary in 1903. She was a servant girl in a household called Fox. Is that name listed in Killucan parish? Also, do you know if Kallighan is the American variation of Keleghan, or did the name Kallighan itself ever exist in Ireland. How about the McKeon name in Cushinstown? Thanks for your help!

There were a few Fox households listed in the 1830 Tithe listings for Killucan parish. http://titheapplotmentbooks.nationalarchives.ie/search/tab/results.jsp?surname=fox&firstname=&county=Westmeath&parish=killucan&townland=&search=Search
I did not find any Kallighan records in the Griffiths Valuation survey of Ireland in the mid-19th century. Same for the 1901 censu of Ireland.
There was one McKeon household in Cushinstown in the 1901 census http://www.census.nationalarchives.ie/pages/1901/Westmeath/Killucan/Cushinstown/1781477/
