Welcome to Ireland Reaching Out!
The subscription site Roots Ireland has three James Phillips baptismal records in Co. Laois. The years were 1831, 1844 and 1848.I think the 1831 record below is likely him. It was in Arles parish and ages in the 1901 census were usually understated. Also, James Phillips and Julia Thorpe had a son Andrew in 1869 (named after grandfather). See below. Also, check the notes and it tells you when Andrew married and his wife's name.

Dear Molly Anne
I'm a direct descendant of the James Phillips you refer to.
I am in the process of compiling a family tree and would love to know where you fit in.
I’m from Ireland but currently living in London..
Hello James,
I'm so sorry not to reply sooner, I've only received a notification today about your reply.
It's lovely to hear from you.
My great-grandmother was Catherine Phillips,1877-1955. She was James' daughter and had a twin, Julia.
I would happily share the info that I have and would love to hear about your side of the family.
