Illegible handwriting help

While researching one of my Cullen's in a Catholic Parish Register I came across handwriting in the comment section I can not read and hoping some fresh eyes would help me decipher. It's important because both parent's surnames are different, but I see there must be a connection to the other Cullen on the page. Please see the image attached.

Can anyone read it?

The first two words are the Latin words "sub conditione", but I can't read the rest of the Latin words, except for the "Ruth Cullen" at the end.  The opening words indicate that this was a conditional baptism, which could happen in several different circumstances, such as when there had been a prior emergency baptism by someone like a midwife (for fear that the child would die), or when someone was being baptized in circumstances where it was not certain whether or not the person had been baptized before, or had been baptized in a manner accepted as vaild by the church (such as the baptism of an adult who was converting to Catholicism).

The future of the world is counting on you. While many of us would know about the history of human development and discovery, others may not understand that there are still people who live at a subsistence level. Lack of education leads them to believe that their children will be better than they were https://www.resumehelpservices.com/ resume service review While this is true in some cases, it is important to remember that everyone has a right to an education and these people need our help just as much as we do.
