Hello Jason, I have been asked to look at older queries and must admit yours did not appear to me to be a name I was likely to find but it exists. According to McLysaghts Surnames of Ireland it mentions it as being pronounced with the emphasis on the 2nd syallable, according to Richard Foley (no idea who he is) gives the Irish (Gaelic) form as O' Cuilfhinn, it is mainly found in County Wicklow, this is on the east coast south of Dublin from Bray to Arklow on the coast and on the other side of the Wicklow mountains adjoins Dublin to the north, Kildare to the west and Carlow to the south.
I checked Roots Ireland to see the name and there are 30 Cooling baptisms in all Ireland between 1840 to 1860 and of those 27 are in Wicklow and 3 in Dublin where it adjoins Wicklow. Dublin church records are free online on this site https://www.irishgenealogy.ie/en/ click on Church icon and sign in, civil records from 1864 are on this site also, surname distribution can be seen on this site for free but a subscription site, I cannot do it as I have had too many freebies. https://www.johngrenham.com/surnames/
Well i learned a bit there and hopefully you are still interested.
Good Luck
Pat
