Birth record from 1946

How does one go about getting a birth record from1946.  It's for John L. Flanagan (the L is probably for Leonard), born in the 4th quarter of 1946?  Father was Francis Flanagan and mother's maiden name was Fitzgerald.  The birth was probably in Dublin South.
